NEKEC-ICC brings together parents, educators, healthcare providers, and community leaders across six Northeast Kansas counties to ensure every child from birth to age five gets the support they need to thrive.

Connecting the dots

NEKEC-ICC serves as the connective tissue between every organization in Northeast Kansas that touches the lives of young children and families.
Child Find & Outreach
We identify children birth to age five who may benefit from early childhood services — reaching families before a small concern becomes a bigger barrier.
Policy & Advocacy
We advise the lead agency on policy, resource development, and funding priorities — ensuring community voices shape early childhood decisions.
Developmental Screenings
We host free community screenings and baby showers across all six counties, connecting families to developmental resources right where they live.
Public Awareness
We raise awareness of early childhood resources, programs, and opportunities so families know what is available — and how to access it.
Systems Coordination
We coordinate between Infant Toddler Services (birth to 3) and Part B (preschool) services so children receive uninterrupted support through every transition.
Professional Development
We provide and share professional development opportunities across providers, educators, and agencies — raising the quality of care throughout the region.

NEKEC-ICC is not just a community initiative — it is a legal requirement under Kansas state law. Every community in Kansas is required to have a LICC dedicated to coordinating early intervention services.
"Each community shall have a local interagency coordinating council (LICC) that has as one of its purposes, the coordination of early intervention services for infants and toddlers with disabilities and their families."
